Preheat oven to 375°F (190°C). Grease a 9×13-inch baking dish.2. Cook beef: In a skillet, heat oil, add ground beef and onion, cook until browned. Season with garlic powder, paprika, salt, and pepper. Drain excess fat.3. Prepare sauce: In a bowl, whisk together cream of mushroom soup and milk until smooth.4. Layer casserole: Arrange half of the potato slices in the baking dish. Spread half of the beef mixture over potatoes, pour half of the soup mixture, then sprinkle 1 cup of cheese. Repeat layers.5. Bake covered with foil for 45 minutes, then uncover and bake for another 15 minutes until potatoes are tender.6. Add final cheese: Sprinkle remaining cheese on top and bake for an additional 5 minutes, until melted and bubbly.7. Serve warm with fresh parsley or green onions for garnish.
